Filipe Santos Costa

PhD in International Relations, Security Studies and Strategy from the Faculty of Social and Human Sciences (FCSH) at Universidade Nova de Lisboa, and an MSc in Development and International Cooperation from ISEG at the University of Lisbon. Research Associate at the National Defence Institute (IDN) and the Portuguese Institute of International Relations (IPRI-NOVA). Visiting lecturer at the ISCSP, University of Lisbon.

He is a consultant in Executive Training, Business Development and Mergers & Acquisitions.

He chaired AICEP – the Portuguese Agency for Investment and Foreign Trade, E. P. E. – and managed ZILS – the Sines Industrial and Logistics Zone. He served as Portugal’s Economic and Commercial Consul in San Francisco and, prior to that, in Shanghai. In Portugal, he managed the European Funds for External Borders; for Return; for the Integration of Third-Country Nationals; and for Refugees. He represented Portugal at the International Telecommunication Union (Geneva), INMARSAT (London), EUTELSAT (Paris) and INTELSAT-ITSO (Washington).
