PhD in International Relations, Security Studies and Strategy, from Universidade Nova de Lisboa, and an MSc in Development and International Cooperation from ISEG – Lisbon School of Economics and Management, University of Lisbon. Researcher at the Portuguese Institute of International Relations (IPRI-NOVA) and the National Defence Institute (IDN), lecturing also at the European Security and Defence College (ESDC). Visiting lecturer at the ISCSP – Institute of Social and Political Sciences, University of Lisbon.

Working as a consultant on M&A and Biz Dev.

Was CEO of AICEP – Portugal Trade & Investment and managed ZILS – Sines Industrial and Logistics Zone. He served as Portugal’s Economic and Commercial Consul in San Francisco and, prior to that, in Shanghai. In Portugal, he managed the European Funds for External Borders; for Return; for the Integration of Third-Country Nationals; and for Refugees. He represented Portugal at the International Telecommunication Union (Geneva), INMARSAT (London), EUTELSAT (Paris) and INTELSAT-ITSO (Washington).
